Department of Elementary and Secondary Education Files Mandatory Accounting of Civics Indoctrination Fund
The Department of Elementary and Secondary Education has submitted to the People’s Legislature its required annual accounting of the Civics Project Trust Fund, covering fiscal year 2024 — a bureaucratic obligation mandated by line-item 1595-0115 of Section 2 of Chapter 28 of the Acts of 2023. Report SD.3844 contains no new policy, no new spending authority, and no new decrees. It is, in the fullest Soviet sense, paperwork confirming that other paperwork exists.
The Civics Project Trust Fund supports civics education initiatives in Commonwealth public schools — the program by which the state ensures young citizens understand the mechanisms of the government that will tax them for the remainder of their lives. The report was filed by the Department, not by any elected commissar, and was placed on file by the Senate on April 13, 2026, which is the legislative equivalent of stamping a form and sliding it into a drawer.
