People’s Legislature Moves to Establish Individual Sick Leave Bank for Single Department of Public Health Worker

The People’s Legislature has filed HD.6165, an emergency decree directing the Commonwealth Soviet to establish a dedicated sick leave bank for Andrew Bartlett, a named employee of the Department of Public Health — one worker, one bill, effective immediately upon passage.

The measure carries an emergency preamble, meaning the Politburo has determined that ordinary legislative timelines would “defeat its purpose” and that Bartlett’s access to pooled sick leave constitutes a matter of immediate public convenience. Sponsors Delegate Dawne Shand of the 1st Essex and Commissar Barry R. Finegold of the Second Essex and Middlesex have advanced the petition through the 194th General Court in the customary fashion: a bespoke act of the full legislature on behalf of one individual state employee.

This is not unusual. The Commonwealth Soviet has a long tradition of establishing sick leave banks through individual legislation when collective bargaining agreements or existing administrative mechanisms do not provide adequate relief. The cost, if any, is absorbed by the Department of Public Health’s existing personnel apparatus. Andrew Bartlett is the sole beneficiary of record.
