Department of Elementary and Secondary Education Files School Meal Waste Report With the People’s Legislature

The Department of Elementary and Secondary Education has submitted SD.3901, its mandated School Meal Waste and Consumption report for Fiscal Year 2024, to the Commonwealth Soviet’s upper chamber — fulfilling a directive issued under Section 84 of Chapter 28 of the Acts of 2023. The Senate placed the document on file May 11, 2026.

The report tracks how much collective nutritional output was consumed versus discarded in the People’s school cafeterias during FY24. It produces no new law, appropriates no funds, and names no individual commissars as sponsors — the filing party is the Department itself, executing a standing order from the 2023 budget act.

In the Soviet tradition of the five-year plan, the Commonwealth requires its educational apparatus to periodically count what the children ate and what they threw away, then hand the figures to the Politburo in a document that is promptly placed on file. The parallel report SD.3842 exists simultaneously, for reasons the record does not clarify.
