Politburo Grants Individual Exemption From Age Decree So Haverhill Citizen May Attempt Firefighter Examination

Bill H.5384, filed by Commissar Andres X. Vargas of Haverhill, would authorize one Craig Riley to sit for the civil service examination for firefighter in the city of Haverhill, notwithstanding the maximum age requirement that would otherwise bar his participation.

The People’s Legislature has determined that the collective’s age regulations, while correct and necessary in principle, need not apply in this particular case. The Haverhill mayor and city council have already signified their approval — local soviets in alignment, paperwork in order — and the bill was referred to the Subcommittee on Public Service on April 16, 2026. Riley himself is the sole beneficiary. The Commonwealth’s civil service apparatus bears no extraordinary burden.

This is not the first such decree to emerge from the Haverhill delegation. Similar bills authorizing Brittany Sproule (H.2987), Javier Vargas (H.2986), and Stephen Justice (H.2985) to take the same firefighter examination have been filed in the current session, suggesting a recurring administrative arrangement by which the age ceiling is waived on a citizen-by-citizen basis, by act of the full legislature, one petition at a time.

Decree Rating: ☭ — The collective’s rules stand firm; the collective also has a form to get around them.
