House Ways and Means Subcommittee Issues Annual Resource Allocation Directive for Fiscal Year 2026

The People’s Legislature has advanced H.4000, the House Ways and Means Committee’s fiscal year 2026 general appropriations bill, establishing the Commonwealth Soviet’s full operating budget for the year beginning July 1, 2025 — covering every department, board, commission, and institution of the republic, plus debt service and capital improvements.

Filed as emergency legislation to ensure immediate effect upon enactment, the bill cleared the House floor on April 28, 2025, advancing to a third reading by a vote of 154 to 3, a margin that suggests either broad consensus or a well-functioning deterrent system. A consolidated amendment covering Education and Local Aid, Social Services, Veteran Services, and Soldiers’ Homes was adopted unanimously, 157 to 0. Eleven amendments were rejected before the bill proceeded, including Amendment 556, which fell 25 to 132.

The collective funds every function of state government: the agencies that regulate you, the schools that educate your children, the bonds the treasury owes, and the infrastructure projects that will be completed on a schedule yet to be determined. The House has completed its portion of the five-year plan. The Senate subcommittee on resource allocation has not yet reported its version.
